| Every year, CAF conducts Ex-Post evaluations on sample programs and projects financed in its shareholder countries.
These evaluations are methodical and organized processes that seek to determine if the financed operations have been the best solution to a problem or previously identified realities. It is for this reason that CAF’s Ex-Post Evaluation Unit (UEE) has the fundamental objective to provide information on the best practices and lessons learned to capitalize learning in new public and private investments, thus guaranteeing the achievement of goals and hence, the expected impact.
In these evaluations the performance of programs and projects are analyzed, focusing on three aspects:Design: consists on the review of the project formulation, its logic, as well as its structure and the consistency of the basic elements that constitute it. Results: compares the established objectives and goals with the activities that took place in the execution of the project.Impact: observes the effect of changes on the beneficiaries and anything that may have been significantly affected by the execution of the project.
Some of the sectors of interest are: transportation, electric energy, rural infrastructure, water and sanitation.
For this purpose, the UEE has created a consultant registry that seeks to facilitate the selection process for Ex-Post evaluation studies. Said registry is for consulting companies and for individual consultants that meet the selection criteria mentioned in the Registry for Ex-Post Evaluation Consultants.

In addition, and within the time established to carry out Ex-Post evaluations, in its web page, CAF publishes invitations to participate in the presentation of proposals, in which the terms of reference of the Ex-Post evaluations to be done, are broken down. Invitations are also sent to consultants who make up the UEE Registry, whose characteristics best adapt to the evaluation requirements.
