Our Researchers

 

CAF's research team includes four principal economists that perform as research leaders, and many economists that are a part of their teams. CAF's research team covers mainly macroeconomic subjects, such as: economic development, foreign trade and integration, quantitative macroeconomics, labor economics, health economics, and education economics among others.   

Our researchers lead the reflection and economic analysis as pilars of the business process and CAF's strategy design, while at the same time they promote the debate on public policies in the region.

Ph.D. in Economics from Pennsylvania State University and Bachelor's degree in Economics from Universidad del Pacífico, Peru. Her research focuses on applied microeconomics and economic development. Before joining CAF, she worked as Lead Economist at the Inter-American Development Bank.

Verónica Amarante

Verónica Amarante

Director of Socioeconomic Research at CAF

Before joining CAF, she served as Director of the Economic Commission for Latin America and the Caribbean (ECLAC) Office in Montevideo, where she led the provision of technical cooperation to various government agencies in Uruguay. She also worked as a Social Affairs Officer in ECLAC’s Social Development Division, focusing on research related to labor markets, gender, poverty, and inequality.

In addition, she has worked as a consultant for international organizations such as the World Bank, the Inter-American Development Bank (IDB), the International Labour Organization (ILO), UNICEF, and the United Nations Development Programme (UNDP), among others.

Verónica has a strong academic background. She holds a Bachelor’s degree in Economics from the University of the Republic in Uruguay, a Master’s degree in Economics from Pompeu Fabra University in Spain, and a Ph.D. in Economics from the University of Sussex in the United Kingdom.

Jessica Roldán Peña

Jessica Roldán Peña

Director of Macroeconomic Studies at CAF

Jessica has extensive experience in macroeconomic and financial analysis. She previously served as Director of Economic Analysis at Casa de Bolsa Finamex, where she led the evaluation of Mexico’s economic and financial conditions, produced forecasts for key macroeconomic variables, and provided essential insights to support decision-making.

Before that, she worked at the Bank of Mexico, where she held various roles in the Economic Research Department, eventually becoming Manager of Monetary Research. During her time at the central bank, she developed interest rate scenarios for the Monetary Policy Committee, analyzed the impact of financial markets on the economy, and oversaw the development of analytical tools for monetary policy analysis.

Jessica has a strong academic background. She earned her Bachelor’s degree in Economics, graduating Summa Cum Laude, from the Instituto Tecnológico Autónomo de México (ITAM). She also holds a Ph.D. and a Master’s degree in Economics from the University of California, Los Angeles (UCLA). She has been recognized by Bloomberg as one of the top inflation forecasters in Mexico and has received several awards for her research in economics and finance.

Walter Cont

Acting Director of Socioeconomic Research at CAF

He holds a Ph.D. and M.A. in Economics from the University of California, Los Angeles (UCLA), a Master’s in Economics from the Graduate Program in Public Policy at the Torcuato di Tella Institute, and a Bachelor’s degree in Economics from the National University of La Plata. He is currently an associate professor at the National University of La Plata. His research interests include industrial organization, public utility regulation, and competition policy. Before joining CAF, he worked as an Associate Economist at the Foundation for Latin American Economic Research (FIEL). He has also taught at the University of Buenos Aires, University of San Andrés, and Torcuato di Tella University.

Fernando Álvarez

He holds a Ph.D. in Economics from the University of Rochester (USA, 2008), an M.A. in Economics from the same university (2005), an M.Sc. in Operations Research from the Central University of Venezuela (2001), and a Bachelor's degree in Economics from UVC (1997). Before joining CAF, he worked as a research economist at the Central Bank of Venezuela. His research interests focus on quantitative macroeconomics and economic development.

Guillermo Alves

Guillermo Alves

He holds a Ph.D. and a Master’s degree in Economics from Brown University (USA), and a Bachelor’s degree in Economics from the University of the Republic (Uruguay). His research interests include urban economics, development, and applied microeconomics. Since 2022, he has been co-directing the Urban Economics Network at LACEA.

He holds a Ph.D. in Economics from Universitat Pompeu Fabra (Spain), as well as Master’s degrees in Economics from the same university and from Universidad del CEMA (Argentina). He earned his Bachelor’s degree in Economics from the National University of Córdoba. His research focuses on applied microeconomics, with an emphasis on labor economics, state capacity, and economic development.

She holds a Ph.D. in Economics from Universidad Carlos III de Madrid (2011), a Master’s degree in Economics from the same university (2007), and a Bachelor's degree in Economics from the National University of Córdoba (Argentina, 2003). Before joining CAF, she worked as a professor and researcher at Universidad del Rosario (Colombia), and also taught at Universidad Carlos III and the National University of Córdoba. She was a researcher at IERAL of Fundación Mediterránea (Argentina).

Ricardo Estrada

Ricardo Estrada

He holds a Ph.D. in Economics from the Paris School of Economics (France) and a Master’s in Public Policy from the University of Chicago (USA). His research interests include labor economics, education, and development. Before joining CAF, he was a Max Weber Fellow at the European University Institute. He has worked as a consultant for international organizations such as the World Bank, the United Nations' International Fund for Agricultural Development (IFAD), and the Population Council. In Mexico, he collaborated with the think tank CIDAC and also worked in the private sector at INSAD and Hill and Knowlton.

He has a Bachelor's degree in Economics from the University of Carabobo (Venezuela). His research interests focus on political economy, migration, and economic development.

He holds a Ph.D. in Economics from Universidad Carlos III de Madrid, where he also earned a Master’s degree in Economics. He has a Bachelor’s degree in Economics from the National University of Córdoba (Argentina). His research interests focus on the macroeconomic aspects of economic development and international trade in developing economies. Before joining CAF, he was a Max Weber Fellow at the European University Institute, a researcher at IERAL of Fundación Mediterránea, and taught at the National University of Córdoba and Universidad Carlos III. He currently teaches Economic Policy II as an adjunct professor at the National University of La Plata.

He holds a Ph.D. in Economics from Arizona State University (USA), where he also earned a Master’s degree in Economics. He also holds a Master’s in International Economics from the University of the Republic (Uruguay) and a Bachelor’s degree in Economics from ORT University, Uruguay. His work focuses on environment, macroeconomics, and inequality. Previously, he worked as an economic analyst in the research department of the Central Bank of Uruguay and taught at Torcuato Di Tella University, Arizona State University, and the University of the Republic.

He holds a Master’s degree in Economics from Torcuato di Tella University and a Bachelor’s degree in Economics from the National University of Tucumán. He has been part of CAF’s research team since 2016, conducting applied research in labor economics, infrastructure, and economic development. Previously, he taught undergraduate and graduate courses at Torcuato di Tella University and the National University of Tucumán.

She holds a Master’s degree in Development Economics from the University of Nottingham (UK) and a Bachelor’s degree in Economics from the National University of Córdoba. She joined CAF’s research team in 2021, where she has worked on sustainable development, state capacity, and digitalization. Previously, she worked as a consultant in the private sector and as an advisor in Argentina’s public sector.

She holds a Master’s degree in Applied Development Economics from The London School of Economics and Political Science (LSE), and a Bachelor’s degree in Economics from Universidad del CEMA, along with a specialization in Education from Universidad de San Andrés. She has been part of CAF’s research team since 2023, contributing to the development and coordination of the 2025 Economy and Development Report (RED) titled “Close Solutions: the role of local and regional governments in Latin America and the Caribbean.” Previously, she worked at the consulting firm Compass Lexecon in the International Arbitration area and as a teaching assistant at Universidad del CEMA.

He holds a Bachelor’s degree in Economics from the University of Buenos Aires and a Master’s degree in Economics from the National University of La Plata. He has been part of CAF’s research team since 2021, first as a consultant and later as a researcher in the Socioeconomic Research Department. He has contributed to several Economy and Development Reports (RED) and helped coordinate ECAF 2021. Previously, he worked as a consultant in the private sector, as a teaching assistant at the University of Buenos Aires, and as a Public Spending Evaluation and Improvement Analyst in the Cabinet Office of the Province of Buenos Aires.

Belén Cañuelo

She holds a Bachelor’s degree in Economics from the National University of La Plata and is currently pursuing a Master’s degree in Economics at the same university. She joined CAF’s research team in 2024, where she is involved in coordinating the 2026 Economy and Development Report (RED) titled “Evolving Territories: the new rural face of Latin America and the Caribbean.” Previously, she worked as an external consultant for CAF, and as a researcher at the Ministry of Economy and the Ministry of Labor of the Province of Buenos Aires. She has also collaborated with CEDLAS and ECLAC.
