CAF Conference 2020 Europe-Latin America relations: an alliance for economic recovery

(Peru) is the former Executive President of CAF-Development Bank of Latin America- from 2017 to March 2021, and Minister of Economy and Finance from 2006 to 2009. He was Chief Economist for Latin America and Emerging Markets at BBVA in Spain, and consultant for the Inter-American Development Bank.  

He has been Ambassador-at-large for Inter-American and Energy Affairs; General Director for Latin America; Ambassador of Spain in several countries such as Venezuela, Nicaragua and Iran. He has also been Director General of Cooperation with Africa, Asia and Eastern Europe; Director General for Cooperation with the Arab World, the Mediterranean and Developing Countries; Director of the Cabinet of the Secretary of State for International Cooperation and Ibero-America; Secretary of the Permanent Representation of Spain to the North Atlantic Council, Brussels. He is currently the General Director of Casa de América. A Diplomat, graduated in Law.

She is an economist graduated from the University of Costa Rica and has a master's degree in economics from the University of Sussex. She was awarded a Doctor Honoris Causa by the University of Salamanca, the University of Extremadura and the European University. Held the positions of UN Deputy Secretary General, Associate Administrator and UNDP Regional Director for Latin America and the Caribbean. In her country, Costa Rica, she served as vice president, minister of housing, coordinating minister of economic and social affairs, and vice minister of finance.

Vice President of the European Investment Bank and member of the EIB’s Management Committee. Before joining the EIB, Ms. Navarro was General Secretary of the Treasury and Financial Policy in Spain and Member of the Bank of Spain Governing Council and Board Member of the Spanish National Securities Market Commission. Prior to this, she had been President of Instituto de Crédito Oficial (ICO), Director of the Office of the Minister for Economic Affairs, Industry and Competitiveness and advisor at the International Monetary Fund. Previously, Ms. Navarro held various positions in the public sector in Spain.

She holds a degree in Law, a master’s degree in EU law from CEU San Pablo University and a joint postgraduate degree in EU law and economics from Madrid’s Complutense University and the Sorbonne in Paris.

He is a graduate of the French National School of Administration, Sciences Po, Paris and holds a law degree. Previously, he held the positions of Senior Vice President in charge of Alstom's international network; President of Alstom International; Senior Vice President for Southern Europe, Africa and the Middle East; Senior Vice President for Latin America and President of Alstom Brasil. Before joining Alstom, he worked for 23 years at the French Ministry of Economy and Finance, in particular as Managing Director of the Public Procurement Agency, Under-Secretary for Commerce and a staff member of the Minister of Economy and Finance, Michel Sapin.

She joined the Superior Corps of Commercial Technicians and State Economists in 1991. As Secretary of State for the Economy and Business Affairs, she is in charge of the elaboration of macroeconomic forecasts, ensuring the proper functioning of the Public Treasury, the insurance policy and pension funds and the representation of Spanish interests in the international financial institutions of which Spain is a part. She has a degree in Economic and Business Sciences from the Autonomous University of Madrid.

Graduated in economics at the University of the Republic. She earned a master's degree in applied macroeconomics at the Catholic University of Chile. She was the director of the Debt Management Unit of Uruguay's Ministry of Economy and Finance. She was a professor at institutions such as the University of the Republic, the Catholic University of Uruguay, and the University of Montevideo.

With 28 years of experience in the CEOE, he has held, among others, the positions of Advisor to the President, Deputy Director to the General Secretary and Counselor of the Economic and Social Council (CES). Currently, he is a director of the Spanish Chamber of Commerce, a member of the Board of Directors and member of the Strategic Orientation Council of ICEX España, Exportación e Inversiones (Spanish Institute for Foreign Trade). He is also in charge of the Technical Secretariat of the Council of Ibero-American Entrepreneurs (CEIB), a member of the Ibero-American Center for Arbitration (CIAR). He has a degree in Information Sciences with a specialization in International Relations from the Complutense University of Madrid.

She has a degree in Law and Political Science from the University of Panama and a master's degree in Banking and Financial Law from the Universidad del Externado. Previously, she has served as Executive Director of FECAICA, General Secretary of SIECA and Director before the Board of Directors of the Central American Bank for Economic Integration (CABEI)

He holds a law degree from the University of Deusto. Has been a member of the Board of Directors of the Vizcaya Business Confederation (CEBEK), President of the Energy Commission of CEOE, CEOE's President of the Creation of Companies Commission and President of the Spanish Metal Confederation (CONFEMETAL). At present, he holds the following representative positions: Member of the IEE Economic Studies Institute, Member of the FORMETAL Foundation, Member of the Vizcaya Metal Executive Commission and of the Vizcaya Chamber of Commerce. He currently chairs the AYUDARE FOUNDATION and is a member of: Fundación de Ayuda contra la Drogadicción (Foundation for Aid in fighting Drug Addiction); International Women's Chair Advisory Council, Business and Sports of the UCAM University; Deusto Business School Council of the University of Deusto; and AVENIR Women's Advisory Council. He was on the Board of Trustees of the Guggenheim Museum in Bilbao and has been a member of Bilbao Metrópoli -30 as well as the Vizcaya Chamber of Commerce.

As European Commissioner for International Partnerships, Ms Jutta Urpilainen oversees the European Commission’s work on international cooperation and sustainable development. Before joining the Commission, Ms Urpilainen served as a Member of the Finnish Parliament from 2003 to 2019. In 2008, she became the first woman leader of the Social Democratic Party of Finland. From 2011 to 2014, she served as Finland’s Deputy Prime Minister and Finance Minister. During that time, she became closely involved in development issues, joining the Development Committee of the World Bank Group and IMF and chairing the Finnish National Commission on Sustainable Development. She served as the Foreign Minister’s Special Representative on Mediation (2017-19) and chaired the Finnish National Commission for UNESCO (2015-18).

She works for the newspaper EL PAÍS as a correspondent on the International Economy and regularly covers the meetings of the World Economic Forum in Davos or the International Monetary Fund. Practically her entire career has been developed in the field of economic journalism since its beginnings in the OTR agency and Gaceta de los Negocios. She worked in the press office of the Ministry of Economy and Finance, after which she returned to journalism as head of the International area in the financial newspaper Cinco Días and from there she moved into television on CNN+ and Cuatro. She has a degree in Information Sciences and a specialization in financial information.

He holds a Doctorate in Economics from the Federal University of Rio de Janeiro. He was Deputy Chief of the Economic Advisory section of the Ministry of Planning, Secretary of Economic Monitoring of the Ministry of Finance and Minister of the Secretariat of Ports of the Government of Brazil. He participated in the Board of Directors of public and private companies, in which Caixa Económica Federal, Vale S.A. (Fiscal Council) and Banco do Nordeste merit particular mention. He was Executive Director for Brazil at the World Bank and the IDB.

He is a Civil Engineer  graduated from the Polytechnic University of Madrid, with more than thirty-five years of experience in the sector of construction and operation of civil and industrial infrastructure. He has been the CEO of Infrastructure of Acciona since January 2014. Managing the construction, concessions, water, industrial and service businesses of the ACCIONA group, employing 40,000 people in 40 countries who contributed in 2019 to generating a turnover of 7,119 million euros

Current Minister of Economy and Finance and president of the Economic and Productive Sectorial Cabinet of Ecuador. He is an economist from the Catholic University of Ecuador and with a Master's Degree in Economics from the University of Notre Dame, he also completed various courses and diplomas in Economics and Finance, both in the United States and in Europe, reaching a Magna Cum Laude. He has served as Professor, Dean and Director of Postgraduate Programs at Universidad Católica, Instituto Tecnológico de Monterrey, Universidad de las Américas, Universidad San Francisco de Quito and the International SEK University. He is a renowned author of books and articles in specialized economics and finance magazines and a columnist for the HOY and El Comercio newspapers for 20 years. For his outstanding career, he has received recognition from King Juan Carlos I of Spain, the Consular Corps of Quito, and has been appointed as Economic Analyst for The Economist Intelligence Unit of London and Economic Analyst for the Research International Institute firm in the United States
