E-Mobility and Low Carbon Transportation

Within the framework of COP26, CAF invites you to this online event where the barriers and challenges facing Panama, Paraguay and Uruguay will be analyzed to enable a large-scale transition towards electric mobility and discuss the technical and financial mechanism foreseen in the EMOCIÓN Program: Electric Mobility and Low Carbon Transport.

Transport contributes almost one-quarter of the current global energy-related greenhouse gas (GHG) emissions and is growing faster than any other energy end-use sector. Limiting the global temperature increase to below 2 degrees Celsius requires changing this transport emissions trajectory, which involves the development of an integrated electromobility ecosystem encompassing various transport modes, coupled with the low-carbon production of electricity and hydrogen (Paris Declaration on Electro-Mobility and Climate Change & Call to Action, 2015). To achieve this goal International Energy Agency (IEA) modelling says electric vehicles (EVs) need to represent 35% of global sales in 2030.

In this framework, electrification is a game-changer and a must if carbon neutrality shall be achieved. No shift and no improve measures alone will be capable to reach carbon neutrality in the transport sector. Electrification coupled with a fossil-free grid creates this opportunity. In addition, electrification of public transport (PT) buses and taxis are an important component not only to modernize and upgrade the public transport system of countries, but to introduce new and more sustainable business models in the sector. This results in new and attractive bus systems which incentivize passengers to use public transportation, and a feasible operation with a better risk allocation for all stakeholders.

The region still faces various barriers in terms of structure, knowledge, cost, profitability and risk, for the mass deployment of electric vehicles. To address them, the Electric Mobility and Low Carbon Transport (EMOTION) program, structured by CAF -development bank of Latin America, the French Development Agency (AFD), the German Development Bank (KFW) and the German Technical Cooperation (GIZ), seeks to accelerate the deployment of electric vehicles through a paradigm shift under a holistic approach. This program will function as a market accelerator that will allow early adoption of electric mobility and will seek to bridge the gap between pilot projects and long-term goals.

The objective is to move towards a cleaner, better organized, more efficient, equitable, comfortable, safe, sustainable and affordable transportation system, using electric vehicles as a spearhead to promote this change. He also has a Master's degree in International Arbitration from Queen Mary, University of London and is candidate for the Executive MBA of the Kellogg Business Schools from North Western University and Guanghua from Peking University. He is the founder of the firm 1493 Abogados, specialized in business internationalization and startup financing. For 11 years he directed the research in International Contracting and Resolution of International Investment Disputes (CYRCI) at the Externado University of Colombia . He is a tenured professor at said institution and has published academic articles in national and foreign editorials on regional trade agreements, foreign investment, and investment arbitration. Since 2016 he has participated in the construction of Aldea and CEmprende, iNNpulsa entrepreneurship programs.
