Launch of the infrastructure project management guide in the context of the Comprehensive School Safety Framework
CAF and UNDRR invite the launch of this guide that seeks to improve the conditions of access to education, framing the intervention in the Comprehensive School Safety Framework and the presentation of the case of Costa Rica as an example of good practices in school safety.

Disasters in school infrastructure associated with the occurrence of natural phenomena can have a great impact on children and young people, teachers, school personnel, and educational systems in general. Studies on disaster trends and the consequences of climate change suggest that each year, 175 million children are likely to be affected by climate-related hazards alone. For this reason, the majority of countries worldwide recognize the need to guarantee that schools are safe places and with the necessary conditions to face the different climatic, geological, biological or other threats that may arise and affect the normal course. educational activities, as well as the well-being of those who live on school premises.
With the interest of building a culture of safety and resilience at all levels of society, and specifically in the education sector, CAF -development bank of Latin America- in alliance with the United Nations Office for Disaster Risk Reduction , UNDRR, has developed the "Infrastructure project management guide in the context of the Comprehensive School Safety Framework" as a contribution to strengthening the technical support offered by both organizations to ensure that educational infrastructure projects not only satisfy the needs from the educational field but also from the security.
This guide is an effort that aims to provide those responsible for design and decision-making in the ministries of education in Latin America and the Caribbean with tools and information on where and how to invest resources more appropriately and efficiently. available in strengthening the security of educational centers, as well as supporting the creation and strengthening of the capacities of the ministries and their strategic partners, both for the evaluation of educational infrastructure, as well as for disaster risk management in schools and education for resilience; pillars of the Comprehensive School Safety Framework (MISE).

He is a Doctor in Civil Engineering (Dr.-Ing.), Specializing in water resources and the environment. He completed his undergraduate studies at the Universidad Mayor de San Andrés - Bolivia and his Diploma and Doctorate studies at the Institute of Hydrology, Water Resources and Environmental Techniques of the Ruhr University, Federal Republic of Germany. He has more than 35 years of professional experience in civil, hydrological and hydraulic engineering projects, planning for the integral management of basins, design and supervision of hydraulic works and environmental management. His knowledge in the formulation of technical standards also stands out, thus he was a participant in the formulation of the environmental law and regulations in his country, developed guides and manuals for the management of water resources, climate risk analysis and for environmental management for various sectors. Before joining CAF, I have held the position of technical and operations manager at P.C.A. Ingenieros Consultores S.A., was an independent consultant collaborating with prestigious firms and institutions in Germany, Holland, Ecuador, Colombia, Bolivia, having participated and / or directed more than two hundred engineering studies as an expert in water resources and / or the environment. In Bolivia, his country, he was President of the National Committee for the International Hydrological Program of UNESCO and National Director of Environmental Impact Assessment of the Ministry of Sustainable Development and Environment, among other positions of equal importance.
