Launch of the Latin American and Caribbean Housing Yearbook

CAF - Development Bank of Latin America and the Caribbean - and the Lincoln Institute of Land Policy invite you to participate in the launch of the Latin American and Caribbean Housing Yearbook, a key tool for understanding the dynamics of the real estate and financial markets, identifying gaps, and promoting more effective and sustainable housing policies.

Latin America and the Caribbean face a housing crisis affecting millions of people. More than 30% of the urban population lives in inadequate conditions, with limited access to basic services and insecure land tenure.

The housing deficit is both quantitative and qualitative:

  • It is estimated that the current housing stock needs to increase by 11% to address the quantitative deficit.
  • Approximately 23% of existing housing is in precarious condition and requires urgent improvements in infrastructure and habitability.
  • In some countries, the cost of urban land can reach up to 25% of the final value of social housing, directly impacting affordability for low-income families. Adding to the growing mismatch between income and prices is the high level of informality in the labor market, as well as the underdeveloped housing credit market and the restricted access to credit, especially long-term credit, for those with informal incomes.

In this context, the present edition of the Latin America and Caribbean Housing Yearbook, produced by CAF and the Lincoln Institute of Land Policy, is a significant milestone for understanding the region's housing sector. This edition's regional overview highlights several points of interest within a context of macroeconomic stabilization that coexists with persistent tensions: informal employment limiting access to credit, increasing pressure on rents, and the difficulty of developing well-located land in dynamic urban environments.

With more than 200 indicators across 15 countries, the yearbook compiles high-quality evidence on housing sector dynamics and is a key resource for decision-makers, academics, real estate developers, and industry leaders seeking to transform the housing landscape in Latin America and the Caribbean.

    Colombia

    Sergio Díaz-Granados has extensive experience in public and private service, both nationally and internationally, with special emphasis on regional development and integration issues. Before assuming the presidency of CAF, he served as Executive Director for Colombia at the Inter-American Development Bank. He previously held the positions of Minister of Commerce, Industry and Tourism of Colombia, Vice Minister of Business Development and President of the Boards of Directors of Bancóldex and ProColombia. He also has been a congressman and chairman of the Economic Affairs Committee of the Colombia’s House of Representatives.

    De nacionalidad argentina, actualmente se desempeña como Gerente de Desarrollo Territorial Sostenible en CAF –banco de desarrollo de América Latina y el Caribe–. Cuenta con más de 25 años de experiencia en el ámbito del desarrollo, tanto en el sector público como privado, en instituciones nacionales e internacionales. Desde 2023, también ejerce como Representante de CAF en Chile. Se incorporó a CAF en 2007 como Ejecutivo Principal de la Vicepresidencia de Sistemas Financieros. A lo largo de más de 15 años, ha ocupado diversos cargos de alta responsabilidad dentro de la organización, entre ellos: Director de Proyectos de Infraestructura para la Región Sur, Vicepresidente Encargado de Infraestructura, Vicepresidente de Desarrollo Sostenible, Gerente Encargado de Biodiversidad y Clima, y Asesor General de la Vicepresidencia Corporativa de Programación Estratégica, cargo que desempeñó hasta asumir su posición actual. Entre 2019 y 2022 fue miembro del Consejo Mundial del Agua, donde lideró el grupo de trabajo sobre financiamiento del agua. Antes de integrarse a CAF, trabajó como consultor en temas de financiamiento para el desarrollo, incluyendo funciones en el entonces Departamento de Desarrollo Sostenible del BID. En Argentina, fue Economista del Instituto de Estudios sobre la Realidad Argentina y Latinoamericana (IERAL) de la Fundación Mediterránea; Jefe de Investigación Económica del Instituto de Economía del Consejo de Profesionales en Ciencias Económicas de Córdoba; Director de Finanzas de la Secretaría de Estado de Turismo y Deporte del Gobierno de la Provincia de San Luis; y Jefe de Gabinete del Ministerio de Salud de la misma provincia. Es licenciado en Economía, becario Fulbright, y cuenta con un MBA, una especialización en Finanzas Corporativas y un diploma en Financiamiento de Infraestructura. En el ámbito académico, ha sido docente de programas de grado y posgrado en diversas universidades.

    Christian Asinelli is a political scientist from the Pontificia Universidad Católica Argentina (UCA), has a Master's degree in Public Administration and Policy from the Universidad de San Andrés (UdeSA) and postgraduate degrees in Urban Economics (Universidad Torcuato Di Tella) and in Sociourbana Management (FLACSO). In 2019, he received his Ph.D in Political Science from the National University of San Martín (Argentina). During the last sixteen years he has been appointed in different roles in the public sector and the international arena: Alternate National Director of the State Modernization Project at the Chief of Staff of the Cabinet of Ministers of the Nation (2005); Deputy of the Autonomous City of Buenos Aires (2007-2010); Undersecretary of Evaluation of Projects with External Financing of the Chief of Staff of the Cabinet of Ministers of the Nation (2011-2014); Corporate Director of Institutional Development of CAF (2014-2017); President of the Fundación Banco Ciudad (2019) and Undersecretary of International Financial Relations for Development, Secretariat of Strategic Affairs, Presidency of the Nation. He was a Fellow of the Hubert Humphrey Fellowship Program (2010), the Special Program for Urban and Regional Studies-MIT (2011) and the Singularity University Executive Program (2017). He is the author of the books Buenos Aires: The city we have, the city we want (Buenos Aires, 2009); Modernization of the Argentine State: policies, management and professional scene (Buenos Aires, Edition, 2015) and Financing Development: The role of multilateral banking in Latin America (Buenos Aires, 2021).
