The Government of Barbados and CAF -Development Bank of Latin America and the Caribbean- invite you to the Presentation of the Report on Economics and Development (RED), entitled "Inherited Inequalities: The Role of Skills, Employment and Wealth in the Opportunities of New Generations".

Latin America and the Caribbean is one of the most unequal regions in the world. This inequality is not only high but also highly persistent. Despite the many advances achieved in different indicators of economic and social development in recent decades, the challenge of achieving a better distribution of income, wealth, and educational and employment opportunities in the region persists. In Tthis edition of the Report on Economic Development (RED), we analyze the main barriers that, over time, have perpetuated differences in the conditions of origin (social, educational, ethnic, and geographical, among others).The Report proposes three crucial areas of public policy to improve social mobility in the region: leveling conditions in the formation of human capital, improving the functioning of labor markets, and providing better savings conditions for all citizens of Latin America and the Caribbean.

    Sergio Díaz-Granados has extensive experience in public and private service, both nationally and internationally, with special emphasis on regional development and integration issues. Before assuming the presidency of CAF, he served as Executive Director for Colombia at the Inter-American Development Bank. He previously held the positions of Minister of Commerce, Industry and Tourism of Colombia, Vice Minister of Business Development and President of the Boards of Directors of Bancóldex and ProColombia. He also has been a congressman and chairman of the Economic Affairs Committee of the Colombia’s House of Representatives.

    The Honourable Mia Amor Mottley, S.C., M.P., is the 8th Prime Minister of Barbados and leader of the Barbados Labour Party (BLP).
    Born in Barbados on October 1, 1965, Prime Minister Mottley!s life has been one committed to highlighting and elevating the qualities of humanity, and developing a spirit of excellence for her country and for the Caribbean region. Mottley was first sworn in as Prime Minister on May 26, 2018, after leading the BLP to a clean sweep of the General Elections. On January 20, 2022, she retained Prime Ministership, as she led the BLP to a second consecutive clean sweep victory in a General Elections. Meanwhile, Mottley continues to serve as Member of Parliament for St Michael North East, a seat she has held for eight consecutive terms since first securing it in 1994.
    An established Attorney-at-Law and Queen!s Counsel who has been called to the Bar in England, Wales and Barbados, Mia Amor Mottley has had an active and successful political life in Barbados for over three decades, becoming Barbados! youngest ever Queen's Counsel, its first female Attorney General, the first female political leader of the BLP, the first female leader of the Opposition and the first female Prime Minister of Barbados, leading Barbados! transition to becoming a Parliamentary Republic in 2021. Mottley!s service of excellence has also been recognised internationally, being bestowed a number of honours including, the Order of Roraima of Guyana, the Order of the Golden Heart of Kenya, being named one of TIME Magazine's 100 Most Influential People of 2022, and most recently, being awarded the United Nations Foundation Champion for Global Change Award. Additionally, the Prime Minister has chaired a number of committees, and currently serves as:
    • The Co-Chair of the One Health Global Leaders Group on Antimicrobial Resistance,
    • Co-Chair of the Sustainable Development Goals Advocates group,
    • Lead Head of Government within CARICOM, bearing responsibility for the CARICOM Single Market and Economy. With an unbridled love for all people, culture and the environment, Prime Minister Mottley continues to work tirelessly on behalf of the people of Barbados and the Caribbean region.

    Principal Economist, CAF -Development Bank of Latin America and the Caribbean-

    Lucila Berniell has a Ph.D. in Economics from Universidad Carlos III (Madrid) and a M.A. in Economics from the same university. She also has a B.A. in Economics from the National University of Córdoba (Argentina). She is a research associate at the CEPE of the Universidad Torcuato Di Tella (Argentina). She was previously a researcher at IERAL of Fundación Mediterránea (Argentina) and at the Institute of Economics and Finance of the UNC, and a lecturer at the Universidad Carlos III in Spain, the Universidad Torcuato Di Tella and the National Universities of La Plata and Córdoba in Argentina. Her research interests are in the areas of the economics of education, economic development, labor economics, and health economics. See publications

    Christian Asinelli is a political scientist from the Pontificia Universidad Católica Argentina (UCA), has a Master's degree in Public Administration and Policy from the Universidad de San Andrés (UdeSA) and postgraduate degrees in Urban Economics (Universidad Torcuato Di Tella) and in Sociourbana Management (FLACSO). In 2019, he received his Ph.D in Political Science from the National University of San Martín (Argentina). During the last sixteen years he has been appointed in different roles in the public sector and the international arena: Alternate National Director of the State Modernization Project at the Chief of Staff of the Cabinet of Ministers of the Nation (2005); Deputy of the Autonomous City of Buenos Aires (2007-2010); Undersecretary of Evaluation of Projects with External Financing of the Chief of Staff of the Cabinet of Ministers of the Nation (2011-2014); Corporate Director of Institutional Development of CAF (2014-2017); President of the Fundación Banco Ciudad (2019) and Undersecretary of International Financial Relations for Development, Secretariat of Strategic Affairs, Presidency of the Nation. He was a Fellow of the Hubert Humphrey Fellowship Program (2010), the Special Program for Urban and Regional Studies-MIT (2011) and the Singularity University Executive Program (2017). He is the author of the books Buenos Aires: The city we have, the city we want (Buenos Aires, 2009); Modernization of the Argentine State: policies, management and professional scene (Buenos Aires, Edition, 2015) and Financing Development: The role of multilateral banking in Latin America (Buenos Aires, 2021).
