
In the last 30 years, most Latin American countries have implemented trade liberalization policies, both unilaterally and multilaterally, as well as within the framework of regional and extra-regional trade agreements. These policies resulted in a reduction of tariffs and non-tariff barriers, which have generated increases in the levels of trade and investment, which on average have been lower than expected. However, Paraguay stands out in the region as one of the countries with the greatest dynamism in terms of aggregate trade, with the sum of its imports and exports going from 32% of GDP in the period 1980-1984 to 70% of GDP in the period 2015-2019.
However, other indicators of openness, such as insertion in regional and global value chains measured as the value added in exports, both for Paraguay and for the rest of the region, show a much more modest performance.
This report explores the hypothesis that the low international insertion of Latin American companies in general and of Paraguay in particular, is due, in part, to poor use of the regional space as a complement to a strategy of global expansion of exports. This hypothesis focuses on the feedback and benefits between regional and global openness, what has been called open regionalism. To achieve this greater regional and global insertion, the report proposes to act on three specific areas: trade facilitation, physical infrastructure and productive integration.

Sergio Díaz-Granados has extensive experience in public and private service, both nationally and internationally, with special emphasis on regional development and integration issues. Before assuming the presidency of CAF, he served as Executive Director for Colombia at the Inter-American Development Bank. He previously held the positions of Minister of Commerce, Industry and Tourism of Colombia, Vice Minister of Business Development and President of the Boards of Directors of Bancóldex and ProColombia. He also has been a congressman and chairman of the Economic Affairs Committee of the Colombia’s House of Representatives.

Carolina España was responsible for financing from international institutions and other multilateral organizations, as well as managing relations with development entities and governments, in order to attract resources for the region. He also worked on the design of the institution's bond issuance strategy, in terms of cost optimization and investor diversification, and was in charge of relations with risk rating agencies and investors, as well as support for activities of the institution in the international capital markets. Spain, with a master's degree in Finance and a Systems Engineering degree from the Metropolitan University of Venezuela, worked as a consultant on treasury management systems for Price Waterhouse, a company in which she participated in several projects for companies in Venezuela such as PDVSA, Mavesa and Corimón. .

He is an expert in telecommunications. He has been a Councilor, Deputy, Representative to the Chamber, Superintendent of Telecommunications and Senator of the Republic of Colombia. He has participated as a lecturer in national and international events on telecommunications, ICT, energy, infrastructure, commerce, transportation, education, public services, environment and others. On January 11, 2019, he was elected by the governments of Bolivia, Colombia, Ecuador and Peru as Secretary General of the Andean Community, for a period of 5 years.

Currently, she is the director of macroeconomic studies at CAF, where she coordinates the team of economists in the shareholders countries and contributes to the research publications of the organization, including joint work with other regional and international institutions. She is also an Assistant Professor at UCAB’s School of Economics. She previously worked in the Research Department of the Central Bank of Venezuela. She has published research articles in national and international journals and books.

He is currently a professor of Human, Economic and Social Development at the Austral University School of Government. He has held different positions in the government of Argentina, he worked at the IDB as Senior Specialist in Modernization of the State, and at CAF as main executive of the Directorate of Institutional Development. He was an Eisenhower Fellow and is a member of the board of the Instituto de Cultura Argentina - Norteamericana.
