CAF -Development Bank of Latin America-, and the London School of Economics, will hold the IV Annual CAF-LSE Conference on Friday, January 13th. As in previous editions, this event will include the participation of prestigious academics, economists, students, and international experts who will analyze the challenges and opportunities of the Global South in response to world events

Enrico Letta
Enrico Letta Dean of the Paris School of International Affairs (PSIA), Sciences Po, Former Prime Minister, Italy

Enrico Letta is an Italian politician who was Prime Minister of Italy from 2013 to 2014. He has also been a Member of the Chamber of Deputies since 2006. Letta was Minister of European Affairs from 1998 to 1999 and Minister of Industry from 1999 to 2001, and served as Secretary to the Council of Ministers from 2006 to 2008. Since 2015, Enrico Letta is the Dean of the Paris School of International Affairs (PSIA) at Sciences Po in Paris.

Paul Kelly
Paul Kelly Pro-Director, Teaching and Learning, LSE

Professor Paul Kelly is Pro‐Director for Education with special reference to East Asia. He is also Professor on Political Theory in the Government Department. He has a PhD from the University of London and has held posts at the University of Chicago, University of Michigan and University of Wales, Swansea before returning to LSE in 1995. He is author and editor of fourteen books. His research focuses in the field of British political theory and politics and he speaks on issues of current British politics and its global impact.

Felix Peña Director, ICBC Foundation

Félix Peña es director del programa de Maestría en Relaciones Comerciales Internacionales de la Universidad Nacional de Tres de Febrero en Argentina y director de la Fundación ICBC. Anteriormente fue subsecretario de Comercio Exterior en el Ministerio de Economía, subsecretario de Integración Económica y subsecretario de Relaciones Económicas Internacionales en el Ministerio de Relaciones Exteriores, y subgerente de Integración en el Banco Interamericano de Desarrollo.

Marta Lucía Ramírez
Marta Lucía Ramírez Former Defense and Trade Minister, Colombia

Marta Lucía Ramírez served as Colombia's defense and trade minister. She was also a member of the Colombian Senate and the Conservative Party's presidential candidate in 2010. Ramírez has been a member of the Inter-American Dialogue since 2004 and sits on the Board of Directors.

Alejandro Foxley
Alejandro Foxley President, Corporation for Latin American Studies (CIEPLAN), Former Finance Minister, Chile

Alejandro Foxley is president of the Corporation for Latin American Studies (CIEPLAN). He served as foreign affairs minister of Chile from 2006 to 2009 and was finance minister from 1990 to 1994. Foxley served eight years in the National Senate.

Susana Moreira
Susana Moreira Oil & Gas Specialist, World Bank

Susana Moreira is an Extractive Industries Specialist at the World Bank's Sustainable Energy, Oil, Gas, and Mining unit (SEGOM). She is also a contributing author to the Freedom of the World Index and is involved in several research projects looking at Chinese NOCs presence overseas, including the "Resource Diplomacy Under Hegemony" project, sponsored by the Hong Kong University of Science and Technology. She holds a Ph.D. in International Relations from Johns Hopkins SAIS. 

David Patrick Houghton
David Patrick Houghton Professor, US Naval War College

David Patrick Houghton is a British American Professor of National Security Affairs at the US Naval War College. He received an M.A. in Political Science from the University of Pittsburgh in 1992, and a Ph.D. from the same school in 1996 with a thesis on "The Role of Analogical Reasoning in Foreign and Domestic Policy Contexts". He was then a Lecturer in the Department of Government at the University of Essex from 1997 to 2003. From 2001 to 2002, he was a Visiting Scholar at the Mershon Center for International Security Studies at the Ohio State University, during a period of research leave from Essex. He taught at the University of Central Florida between 2003 and 2013. He was a Senior Lecturer in Defence Studies at King's College London from 2013 to 2016.

Michel Camdessus
Michel Camdessus Michel Camdessus, Former Director, IMF, Former President, Banque de France

Michel Camdessus is a member of the Africa Progress Panel, chaired by Mr Kofi Annan and was a member of the UN Secretary General's Advisory Board on Water and Sanitation. He joined the Treasury in the Ministry of Finance in 1960 and became Director of the Treasury in February 1982. During the period 1978-84, Mr Camdessus also served as Chairman of the Paris Club, and was Chairman of the Monetary Committee of the European Economic Community from December 1982 to December 1984. He was appointed Governor of the Bank of France in November 1984. He served in this capacity until his election as Managing Director of the IMF (1987-2000).

Álvaro Méndez
Álvaro Méndez Senior Research Fellow, Global South Unit, LSE

Dr. Alvaro Mendez is the co-founder of the LSE Global South Unit. He is the former editor of Millennium-Journal of International Studies at the London School of Economics. He is the co-author (with Marco Vieira) of UN Security Council Reform and the Challenge of South Representation (SAIIA 2009). 

Mark Leonard
Mark Leonard Co-founder and Director, European Council on Foreign Relations

Mark Leonard is co-founder and director of the European Council on Foreign Relations, the first pan-European think tank. He writes a syndicated column on global affairs for Reuters.com and is Chairman of the World Economic Forum's Global Agenda Council on Geoeconomics. Previously he worked as director of foreign policy at the Centre for European Reform and as director of the Foreign Policy Centre, a think tank he founded at the age of 24 under the patronage of former British Prime Minister Tony Blair

Chris Hughes is Professor of International Relations and Head of the Department of International Relations at the London School of Economics. 

Mario Bergara
Mario Bergara President, Central Bank of Uruguay

Mario Bergara is president of the Central Bank of Uruguay. He served as minister of the economy and finance from 2013 to 2015 and previously directed the country's Communications Services Regulatory Unit.

José Antonio Ocampo
José Antonio Ocampo Professor, Columbia University, Former Finance Minister, Colombia

José Antonio Ocampo is a professor at Columbia University, where he directs the School of International and Public Affairs' economic and political development concentration. Ocampo has served as United Nations undersecretary general for economic and social affairs and executive secretary of the Economic Commission for Latin America and the Caribbean (ECLAC). He has also headed three national executive ministries in the government of Colombia.

Juan Triana
Juan Triana Universidad de La Habana

Juan Triana is a graduate professor at the Center for the Study of the Cuban Economy (CEEC) at the University of Havana. He speaks internationally at conferences on the Cuban economy, as well as at academic, government, nongovernmental and foreign institutions.

Enrique Iglesias
Enrique Iglesias Former Secretary General, Ibero-American Secretariat (SEGIB), Former President, Inter-American Development Bank (IDB)

Enrique V. Iglesias was secretary-general of the Ibero-American General Secretariat (SEGIB) from 2005 to 2014. Previously, he served as president of the Inter-American Development Bank from 1988 to 2005 and as Uruguay's minister of foreign relations from 1985 to 1988. Iglesias was executive secretary of the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) from 1972 to 1985 and president of the Central Bank of Uruguay from 1966 to 1968.

Yu Zheng
Yu Zheng Professor, Fudan University

Yu Zheng is a Professor for the Department of International Politics at Fudan University. He was a Postdoctoral Research Fellow at the Princeton-Harvard China and the World Program. He obtained his Ph.D in Political Science and International Affairs at the University of Conneticut.

Yamila Berra Cires is the Vice-President of the Central Bank of Cuba. She graduated with a degree in Finance and Credit at the University of Havana in 1990. She performed different responsibilities in the Central Bank of Cuba related mainly to the business and investment area. 

Rahul Roy-Chaudhury
Rahul Roy-Chaudhury Senior Fellow for South Asia, IISS

Rahul Roy-Chaudhury heads the South Asia programme at the IISS. He publishes on regional security and stability, provides select policy-relevant talks and briefings, and organises several 'track 1.5' meetings. These involve top South Asian government and intelligence officials on regional stability, nuclear doctrines and India's foreign policy, and take place annually in Muscat, Bahrain, New Delhi, Islamabad and London.

Gabriela Ramos
Gabriela Ramos Special Counsellor to the Secretary-General and Sherpa to the G20, OECD

Gabriela Ramos is the OECD Chief of Staff and Sherpa to the G20. Since 2006, she has been advising and supporting the Secretary-General's strategic agenda. She is responsible for the contributions of the Organisation to the global agenda, including the G20 and G7, and oversees the preparations of the yearly OECD Ministerial Council Meeting.

Taotao Chen
Taotao Chen Professor, Tsinghua University

Dr. Taotao Chen is a professor of International Economics & Management in School of Economics & Management. She received her Ph.D. in School of Economics & Management from Tsinghua University and a M.A. from the Economics Research Institute of Public Finance.

Elizabeth Sidiropoulos
Elizabeth Sidiropoulos Chief Executive Officer, SAIIA

Elizabeth Sidiropoulos has headed the Institute since 2005. Before her current appointment she was director of studies at SAIIA from 1999 to April 2005. She was previously research director at the South African Institute of Race Relations and editor of the highly acclaimed Race Relations Survey (now the South Africa Survey) an annual publication documenting political and constitutional developments, and socio-economic disparities in South Africa. She is the editor-in-chief of the South African Journal of International Affairs. She is a member of the International Advisory Board of the Indian Foreign Affairs Journal, the journal of the Graduate Institute of International Development in Geneva and the International Journal Chinese Quarterly of Strategic Studies under the Shanghai Institutes for International Studies (SIIS).

Nikolay Kosov
Nikolay Kosov Chairman, International Investment Bank (IIB)

Nikolay Kosov is Chairman of the Board of the International Investment Bank since September 2012. Mr. Kosov is also member of the Commission of the Russian Federation for UNESCO. For his contribution to the development of the financial and banking system of the Russian Federation, Mr. Kosov was awarded with the 4th degree Order «For Merit to the Fatherland», Order of Honor, and Medals of the Order «For Merit to the Fatherland» of the 1st and the 2nd degree.

Michelle Campbell
Michelle Campbell Senior Economist, Dun & Bradstreet

Michelle Campbell is a Senior Economist for Dun & Bradstreet. Based in the UK, she covers the Latin American region. She is also a visiting lecturer at the University of Hertfordshire and the University of the West Indies School of Business and Continuing Studies. 

Enrique García
Enrique García Enrique García, Executive President, CAF -Development Bank of Latin America-

Enrique García has served as Executive President of CAF -Development Bank of Latin America- since 1991 and is co-vice chair of the Board of Directors of the Inter-American Dialogue. Previously, he was Bolivia's minister of planning and coordination, head of the economic and social cabinet, and has also served as treasurer of the Inter-American Development Bank.

Chris Alden
Chris Alden Director, Global South Unit, LSE

Professor Chris Alden is head of the Global South Unit within the Department of International Relations at the London School of Economics. He has published widely on international politics, Asia-Africa relations and post-conflict reconstruction in Southern Africa. Professor Alden is a senior research associate of the South African Institute of International Affairs (SAIIA) and has held fellowship positions at Cambridge University, Ecole Normale Superieure and Tokyo University

Harinder Kohli
Harinder Kohli Harinder Kohli, President, Emerging Markets Forum

Harinder Kohli is president and CEO of Centennial Group International and the founding director and chief executive of the Emerging Markets Forum. Prior to joining Centennial Group, he spent 25 years at the World Bank in a series of senior positions. Kohli is also on the advisory board of the Asian Institute of Technology.

Germán Rios
Germán Rios Corporate Director of Strategic Affairs, CAF

Germán Ríos is Corporate Director of Strategic Affairs for CAF -Development Bank of Latin America- and a professor of macroeconomics at the Universidad Católica Andrés Bello in Caracas. Previously, he served as the director of public investment in Venezuela's Ministry of Planning and Development. He has consulted for the Inter-American Development Bank, UN Economic Commission for Latin America and the Caribbean, and the World Bank.
