Sergio Díaz-Granados has extensive experience in public and private service, both nationally and internationally, with special emphasis on regional development and integration issues. Before assuming the presidency of CAF, he served as Executive Director for Colombia at the Inter-American Development Bank. He previously held the positions of Minister of Commerce, Industry and Tourism of Colombia, Vice Minister of Business Development and President of the Boards of Directors of Bancóldex and ProColombia. He also has been a congressman and chairman of the Economic Affairs Committee of the Colombia’s House of Representatives.

Felipe Larraín Bascuñán, born on February 14, 1958, in Santiago, Chile, is a distinguished Chilean economist, academic, and politician. He completed his secondary education at San Ignacio El Bosque and Tabancura schools in Santiago. Later, between 1976 and 1980, he studied Commercial Engineering at the Pontifical Catholic University of Chile (PUC), where he graduated in 1981. He continued his education at Harvard University, earning a master’s degree in 1983 and a PhD in Economics in 1985, with a thesis titled "Essay on Exchange Rate and Economic Activity in Developing Countries." In the academic field, Larraín has been a professor of Economics at PUC since 1996, teaching courses in Macroeconomics and International Economics. He has also worked as a consultant for various international organizations, including the United Nations, the World Bank, the Inter-American Development Bank, and the International Monetary Fund. In his political career, he served as Chile’s Minister of Finance during two terms: first from 2010 to 2014, and later from 2018 to 2019, both under President Sebastián Piñera's administration. During his tenure, he was recognized as "Best Finance Minister of Latin America" in 2010 and "Best Finance Minister of the Americas" in 2010 and 2018 by prestigious international publications. After leaving government, Larraín took on the role of Director of the Latin American Center for Economic and Social Policies at the Pontifical Catholic University (CLAPES UC), a position he had also held between 2014 and 2018. In this role, he has contributed to the analysis and development of public policies in Chile and Latin America. As an author, he has published 14 books and more than 120 professional articles across different regions of the world. Among his most notable works are "Macroeconomics in the Global Economy", co-authored with Jeffrey Sachs in 1993, and "The Economic Transformation of Chile", co-edited with Rodrigo Vergara in 2000. Most recently, in 2024, he edited the book "Chile 2050: One Country. Four Presidents", published by Ediciones UC, which compiles the visions of four former Chilean presidents on the future of the country.

She holds a B.A. in Government from Harvard University, an M.A. in Philosophy from Cambridge University in the United Kingdom and a law degree from Columbia University Law School. She was born in the Dominican Republic and immigrated to the United States in 1982, where she grew up in New York City. Prior to being nominated and confirmed as U.S. Ambassador to Spain and Andorra, she served as Assistant to the President and Chief of Staff to Dr. Jill Biden, and as Co-Chair of the White House Gender Policy Council. During President Barack Obama's Administration, she served as Deputy Assistant Secretary of State in the Bureau of Western Hemisphere Affairs and then as U.S. Ambassador to Uruguay. Prior to joining the Biden Administration, she was a partner at the international law firm Winston and Strawn in New York. She served on the faculty of Columbia University's School of Law and School of Public and International Affairs, and is a member of the Council on Foreign Relations, the American Law Institute and the Inter-American Dialogue. He has published extensively in English and Spanish on a variety of topics including comparative law, regulatory reform, community organizing, immigration policy, and Latin American politics, both for the popular press and academic journals.

He was appointed Executive Secretary of the Economic Commission for Latin America and the Caribbean (ECLAC) by the United Nations Secretary-General on September 1, 2022, and assumed his position on October 2 of the same year. At the International Labour Organization (ILO), where he joined in 2005, he served as Executive Director of the Employment Sector, Deputy Director-General for Policy (2013 to 2015), and Regional Director for Latin America and the Caribbean (2015 to 2018). Before joining the ILO, he was Director of the Trade Unit at the Organization of American States (1998 to 2005). Additionally, he served as Minister of Foreign Trade of Costa Rica (1997 to 1998), Executive President of the Costa Rican Development Corporation (1988 to 1990), and Chief Economist and Executive Director of the Federation of Private Entities of Central America, Panama, and the Dominican Republic (FEDEPRICAP) (1990 to 1996). In the academic field, he has authored numerous publications on development policies, trade, productive transformation, competitiveness, and employment. He has taught at the University of Costa Rica, the National University of Heredia (Costa Rica), the University of Cambridge (United Kingdom), and Georgetown University (United States). Salazar-Xirinachs holds a Master’s in Development Economics, a Ph.D. in Economics from the University of Cambridge, and a Bachelor’s degree in Economics from the University of Costa Rica.

In 2000, Frías joined CNN en Español as a producer and presenter of the program Economía y Finanzas. Since 2002, she has been the presenter and producer of En Efectivo, a morning program on personal finance that delivers economic information in an accessible way for the audience. Over her career at CNN, she has hosted programs such as CNN Dinero, Conclusiones, and Portafolio Global. In September 2023, Gabriela Frías took on the role of anchor for Panorama Mundial, the prime-time international newscast of CNN en Español, solidifying her position as one of the most influential figures in Spanish-language journalism. Throughout her career, Frías has interviewed business leaders and key figures in the economic sphere, establishing herself as a respected voice in financial journalism across Latin America. Her commitment to making economic information accessible has significantly contributed to financial education for her audience.

Michelle Muschett (Panama) is UN Assistant Secretary-General, Assistant Administrator and Director of the Regional Bureau for Latin America and the Caribbean of the United Nations Development Programme (UNDP). Michelle Muschett is a social policy and global development specialist with multisectoral experience in a wide variety of leadership positions.  During her tenure as Deputy Minister and Minister of Social Development of Panama, Ms. Muschett led the process of developing the first national Multidimensional Poverty Index (MPI), the creation of the first Childhood MPI in the Latin America region, and the adoption of the Sustainable Development Goals (SDGs) at the national level through civic participation and strategic partnerships. She also chaired the National Concertation Council for Development, a legally established dialogue space aimed at building consensus amongst different sectors of society on national development priorities. Prior this appointment, Ms. Muschett was serving as Senior Public Policy Advisor and Executive Education Director for Oxford’s Poverty and Human Development Initiative (OPHI), advising governments and policymakers from Africa, Asia, and Latin America in their efforts to address multidimensional poverty. She is also Senior Policy and Strategy Advisor for the Fourth Sector Group, providing guidance on how to mobilize collective leadership and action to scale business models that can deliver social and environmental benefits, and to leverage development finance to accelerate the transition towards more inclusive, sustainable and resilient economic systems globally. She has been a visiting professor and lecturer at academic institutions across Asia, Europe, and Latin America, focusing on human and social development, politics of the policy process, political innovation, and leadership for global citizenship.  She is a Fellow of the Central America Leadership Initiative, a member of the Aspen Global Leadership Network and a member the International Women’s Forum, Panama Chapter. As a practicing lawyer, Ms. Muschett focuses on issues related to commercial law and international arbitration. She has also participated in the drafting of national legislation. Ms. Muschett holds a master’s degrees in Public Administration from Cornell University, United States; Commercial Law from Externado University of Colombia; and Management of Heritage and Cultural Projects from the Institute for Art and Restauration Palazzo Spinelli, Italy. She speaks Spanish, English, and Italian.

During his parliamentary career, he served on the Education, Constitution, Legislation and Justice, Labor, and Social Security committees, as well as addressing matters related to international relations and regionalization processes. He worked as a consultant for the Inter-American Development Bank (IDB) in Washington, DC, focusing on democratic governance, strengthening Congresses, and empowering civil society. In academia, he served as Dean of the School of Government at the Adolfo Ibáñez University, where he worked on topics such as leadership, organizational reengineering, connections between the political and business worlds, and the growing divide between citizens and public institutions. He also served as Chile's Minister of Defense and Foreign Affairs. He is the author or contributor to more than 10 books and numerous publications, including “Politics Matters: Democracy and Development in Latin America” published by the Inter-American Development Bank and the International Institute for Democracy and Electoral Assistance. On February 8, 2022, he was appointed Secretary General of the Ibero-American General Secretariat.

She was appointed President and CEO of Americas Society/Council of the Americas in August 2003, after working in the private sector with Latin America and other emerging markets for over 30 years. As a passionate advocate for Latin America, she joined the organizations to implement a new strategic plan to renew and restore the Society and Council to their historic position. Before her current role, she was a founding partner of her own investment and advisory group, primarily focused on Latin America and the U.S. Hispanic sector. Previously, Segal was a partner and head of the Latin American Group at JP Morgan Partners/Chase Capital Partners (CCP), where she invested in various sectors and countries, pioneering early-stage venture capital investments in Latin America. She has always been and remains an enthusiastic mentor and advocate for entrepreneurs, particularly in Latin America. Prior to joining CCP, Segal served as a senior executive director focusing on investment banking in emerging markets and capital markets at MHT/Chemical/Chase Banks. Segal played an active role during the Latin American debt crisis of the 1980s and early 1990s, serving on numerous Advisory Committees and acting as chair of the Advisory Committees for Chile and the Philippines. Segal is a board member of Mercado Libre, Vista Oil & Gas, and Robinhood, as well as an honorary director at Scotiabank. She also serves on the boards of Americas Society/Council of the Americas, the Tinker Foundation, the Bretton Woods Committee, and is a member of the Council on Foreign Relations. In 1999, she received the Order of Bernardo O'Higgins, Grand Officer Grade, in Chile. In 2009, Colombian President Álvaro Uribe honored her with the Order of San Carlos. In 2012, Mexican President Felipe Calderón awarded her the Mexican Order of the Aztec Eagle. In 2013, the Chilean-American Chamber of Commerce recognized her as Honorary Chilean of the Year. In 2018, she received the Order of Merit for Distinguished Service of Peru, Grand Officer rank, from President Martín Vizcarra. In 2022, she was recognized by Colombian President Iván Duque with the Order of Boyacá, Grand Cross category. Since early 2023, Andrés Rebolledo Smitmans has served as Executive Secretary of the Latin American Energy Organization for the 2023-2025 term. He was elected to this position during the LII Meeting of Energy Ministers of Latin America and the Caribbean, held in December 2022, in accordance with the provisions of the Lima Agreement. With an outstanding professional career spanning over 30 years, Andrés Rebolledo Smitmans has held various technical leadership and political roles in the energy sector, international economic relations, and multilateral organizations. An economist from the University of Chile, he served as Chile's Minister of Energy from 2016 to 2018 and as President of the National Petroleum Company of Chile. He also held the position of Vice Minister of International Economic Relations of Chile, Ambassador to Uruguay, Representative to ALADI, and consultant for the Inter-American Development Bank (IDB) and other organizations. As Minister, he led a significant transformation of the Chilean energy sector through the massive integration of non-conventional renewable energies, fostering a cleaner energy matrix and a more efficient and competitive sector. This transformation was carried out through a participatory process involving all relevant stakeholders, which also enabled the development of a regulatory framework to promote electromobility and the introduction of new technologies and energy sources, such as green hydrogen. In academia, he has taught at various universities in Chile, particularly in postgraduate programs, and served as Dean of the Faculty of Administration and Business at SEK University in Chile from 2020 to 2022.

In August 2021, Bernal paused her journalism career to serve as Foreign Affairs Advisor at the Colombian Embassy in the United States, at the request of Ambassador Juan Carlos Pinzón. After a year in this role, she returned to Colombia in 2022 and resumed her position at Noticias RCN, reaffirming herself as one of the most influential journalists in the region. Posee estudios en Administración de Negocios y Economía, fue Decano de la Escuela de Negocios de la Universidad de Las Américas, además Director Regional de Europa en Trade Financing & Services de Citibank N.A., fue Ministro de Finanzas de Ecuador en el periodo 1995 – 1996 y ex miembro del directorio de empresas como: Fideval, Aserval Holdings, Junta Monetaria, entre otras. En el Gobierno del Nuevo Ecuador y bajo la dirección de la Corporación Financiera Nacional B.P., gestiona diversas fuentes de financiamiento para el fortalecimiento del sector productivo nacional atreves de la Banca de Segundo Piso.

Anteriormente, desde 2012, foi Diretora de Infraestruturas, Ambiente, Energia e TIC desta mesma entidade. De 2008 a 2012, foi Diretora Geral do Escritório Espanhol de Mudanças Climáticas do Ministério do Meio Ambiente espanhol, onde foi responsável, entre outros, pelo processo de negociação internacional sobre mudanças climáticas nas COPs da Convenção-Quadro das Nações Unidas e em os fóruns da União Europeia. Entre 2022 y 2024 se desempeñó como vicepresidenta de la Confederación de la Producción y del Comercio – CPC. Por casi 3 años fue directora de Banco Estado, y entre 2018 y 2019 fue parte del gabinete del segundo gobierno de Sebastián Piñera, en el cargo de ministra de Energía.

Anteriormente, fue subdirectora de Libertad y Desarrollo, integró el Consejo Consultivo del Ministerio del Medio Ambiente y fue miembro del Consejo Nacional de Pesca y del Consejo de la Sociedad Civil de la Comisión Nacional de Energía. Estudios

Estudió Servicio Exterior con énfasis en Economía Internacional en la Universidad de Georgetown, continuó su formación en la Universidad Externado de Colombia, donde se especializó en Gobierno, Gerencia y Asuntos Públicos. Además, adelantó estudios de posgrado en Asuntos Internacionales en la Universidad de Columbia y realizó una Maestría en Administración Pública en la Universidad de Nueva York.

Trayectoria en medios de comunicación

Su vida profesional inició en el campo periodístico. Fue corresponsal de la revista Semana en Washington, redactor y editor de la revista Cambio y periodista en El Tiempo. Su labor periodística fue reconocida en 2007 con el Premio Nacional de Periodismo del Círculo de Periodistas de Bogotá por sus investigaciones sobre la parapolítica.

Trayectoria Política 

Su primer periodo fue en el Concejo de Bogotá entre 2008-2011.  En este tiempo denunció irregularidades en la contratación de la Alcaldía de Samuel Moreno, con las cuales se destapó el llamado Carrusel de la Contratación. Fue calificado en dos ocasiones como el mejor Concejal de Bogotá por el Proyecto Concejo Cómo Vamos y reconocido como el Concejal Más Destacado del 2011. En 2011 aspiró por primera vez a la Alcaldía de Bogotá y obtuvo el 13% de la votación. Fue designado como secretario de Transparencia de la Presidencia de la República entre 2012 y 2013; lideró la implementación de la política anticorrupción y de transparencia en Colombia. En 2014, fue elegido como senador de Colombia. Desde el legislativo lideró debates sobre el uso de la tierra, el ordenamiento territorial y las implicaciones del cambio climático en la ocupación del suelo. Como director de Cambio Radical revocó más de 300 avales a candidatos cuestionados en el país. Renunció al partido en 2018. En 2019 aspiró nuevamente a la Alcaldía de Bogotá y 1.022.874 bogotanos respaldaron su candidatura.  En 2023 volvió a aspirar a la Alcaldía Mayor, por el partido Nuevo Liberalismo y quedó vencedor con 1.499.734 votos, la votación más alta en la historia de Bogotá.

Cuenta con más de 25 años de experiencia en el ámbito del desarrollo, tanto en el sector público como privado, en instituciones nacionales e internacionales. Desde 2023, también ejerce como Representante de CAF en Chile. Se incorporó a CAF en 2007 como Ejecutivo Principal de la Vicepresidencia de Sistemas Financieros. A lo largo de más de 15 años, ha ocupado diversos cargos de alta responsabilidad dentro de la organización, entre ellos: Director de Proyectos de Infraestructura para la Región Sur, Vicepresidente Encargado de Infraestructura, Vicepresidente de Desarrollo Sostenible, Gerente Encargado de Biodiversidad y Clima, y Asesor General de la Vicepresidencia Corporativa de Programación Estratégica, cargo que desempeñó hasta asumir su posición actual. Entre 2019 y 2022 fue miembro del Consejo Mundial del Agua, donde lideró el grupo de trabajo sobre financiamiento del agua. Antes de integrarse a CAF, trabajó como consultor en temas de financiamiento para el desarrollo, incluyendo funciones en el entonces Departamento de Desarrollo Sostenible del BID. En Argentina, fue Economista del Instituto de Estudios sobre la Realidad Argentina y Latinoamericana (IERAL) de la Fundación Mediterránea; Jefe de Investigación Económica del Instituto de Economía del Consejo de Profesionales en Ciencias Económicas de Córdoba; Director de Finanzas de la Secretaría de Estado de Turismo y Deporte del Gobierno de la Provincia de San Luis; y Jefe de Gabinete del Ministerio de Salud de la misma provincia. Es licenciado en Economía, becario Fulbright, y cuenta con un MBA, una especialización en Finanzas Corporativas y un diploma en Financiamiento de Infraestructura. Lilia Luciano is an award-winning journalist and CBS News 24/7 anchor and correspondent based at the CBS Broadcast Center in New York City. Luciano has covered major stories on the West Coast, including the COVID-19 pandemic, Black Lives Matter protests in Portland, Oregon, immigration at the border in Arizona and California, and wildfires in Oregon and California. Previously, Luciano was an investigative reporter at ABC 10 in Sacramento, Calif., from 2016 to 2019. In 2018 she was the chief investigative correspondent for Discovery Channel's Border Live, telling immersive stories about the people who live, work, and survive along the U.S.-Mexico border. She also worked as a host and contributor at multiple VICE platforms. Prior to that, she was a correspondent for NBC News, where she reported in English and Spanish for all network platforms. She started her career at Univision Networks. Luciano is the recipient of multiple journalism awards, including a Walter Cronkite Award for Excellence in Journalism in 2018 for a four-part series on Puerto Rico in the aftermath of Hurricane Maria, a regional Edward R. Murrow Award for her coverage of California wildfires, and five regional Emmys. In addition to her work in front of the camera, Luciano is also a filmmaker and documentary producer. She directed and produced "Wars of Others," an HBO Latino documentary film about the consequences of the U.S. war on drugs on Colombian farmers. Born and raised in San Juan, Puerto Rico, Luciano is fluent in Spanish, English, and Portuguese. She graduated from the University of Miami with degrees in economics and broadcast journalism.

Jessica has extensive experience in macroeconomic and financial analysis. She previously served as Director of Economic Analysis at Casa de Bolsa Finamex, where she led the evaluation of Mexico’s economic and financial conditions, produced forecasts for key macroeconomic variables, and provided essential insights to support decision-making.

Before that, she worked at the Bank of Mexico, where she held various roles in the Economic Research Department, eventually becoming Manager of Monetary Research. During her time at the central bank, she developed interest rate scenarios for the Monetary Policy Committee, analyzed the impact of financial markets on the economy, and oversaw the development of analytical tools for monetary policy analysis.

Jessica has a strong academic background. She earned her Bachelor’s degree in Economics, graduating Summa Cum Laude, from the Instituto Tecnológico Autónomo de México (ITAM). She also holds a Ph.D. and a Master’s degree in Economics from the University of California, Los Angeles (UCLA). She has been recognized by Bloomberg as one of the top inflation forecasters in Mexico and has received several awards for her research in economics and finance.

Natalia Bayona is a trailblazer in public administration who began her career working for the government of her native country, Colombia. During her time at ProColombia, the national government agency dedicated to promoting tourism, she led Colombia's tourism promotion in the MERCOSUR trade bloc (Argentina, Brazil, Paraguay, and Uruguay) and became the first director of the country's trade office for Argentina, Uruguay, and Paraguay. In 2013, at just 27 years old, Ms. Bayona became the youngest manager responsible for promoting her country's tourism worldwide. Since 2016, she has been based in Spain. Initially, she served as Vice President of the South Summit platform in the country, and later she joined the UN Tourism to lead the newly created Department of Innovation, Education, and Investments. Under her leadership, the organization has launched pioneering initiatives, including more than 10 global startup competitions, numerous national challenges, and over 20 innovation and technology forums. Thanks to these efforts, an extensive innovation network has been established, comprising over 10,000 entrepreneurs, 1,200 companies, 400 public institutions, 500 educational institutions, 40 business accelerators, and 250 investors. This dynamic ecosystem has facilitated the acquisition of over USD 214 million in funding for groundbreaking businesses. Additionally, Natalia played a decisive role in creating UNWTO's first online tourism training platform (Tourism Online Academy), which has over 20,000 students and offers 24 courses with scholarships available to students worldwide. Ms. Bayona also received an Eisenhower Fellowship in recognition of her leadership skills and her commitment to fostering a more prosperous and equitable world through her work in tourism. In 2022, her home country honored her as one of the ten most outstanding Colombians living in Spain. Natalia holds a degree in International Relations from the Universidad Externado de Colombia, an Executive MBA from IE Business School, and has completed an executive program in innovation and digital transformation for tourism at the same institution. She frequently delivers lectures and masterclasses at renowned universities worldwide, including Harvard, Cornell, and MIT.
