Consultancy Services for Support to Drainage Systems Maintenance and Development of a Coordination Mechanism in the South Oropouche River Basin (SORB)

CAF, in coordination with the Ministry of Planning, Economic Affairs and Development of Trinidad and Tobago and the University of the West Indies (UWI), announces the launch of the call for Consultancy Services: Support to Drainage Systems Maintenance and Development of a Coordination Mechanism in the South Oropouche River Basin (SORB), Trinidad & Tobago.

This call is part of the project “Multi-sectoral Adaptation Measures to Climate Change in the South Oropouche River Basin (SORB) for Flood Relief”, financed by the Adaptation Fund through CAF and executed by UWI-STACIE and the UWI-PMU.

To provide greater clarity on the objectives, requirements, scope, and conditions, interested firms are invited to review the Terms of Reference and submit their proposals by the deadline.

Context

The South Oropouche River Basin (SORB), located on the southwestern coast of Trinidad, suffers frequent, high-intensity floods that disrupt livelihoods, infrastructure, and ecosystems. Current drainage management is fragmented across different institutions, with limited funding and unclear responsibilities, leading to inefficiencies and increased risks. Climate change projections further exacerbate these vulnerabilities.

Objectives of the Consultancy

  • Develop a Coordination Mechanism for the maintenance of drainage systems in the SORB.

 

  • Establish an interagency River Information Management System (RIMS) for monitoring and decision-making.

 

  • Clarify institutional roles and responsibilities across ministries and agencies.

 

  • Strengthen technical and institutional capacity turlough training and knowledge transfer.

 

  • Improve efficiency, role clarity, and response to extreme events such as floods.

Scope and Deliverables

  • Work plan and inception report.

 

  • Inventory of national and local policies, legal frameworks, and data systems.

 

  • Two stakeholder consultations with relevant agencies.

 

  • Drafts and final version of the Drainage System Partnership Plan (DSPP).

 

  • Design, development, and testing of the RIMS software platform (open-source preferred).

 

  • Technical User Guide and Training Manual.

 

  • Two training workshops for designated focal points.

 

  • Final Comprehensive Coordination Plan with sustainability measures

 

  • Technical manual and support during the first year post-launch

Requirements

  • Company profile with proven experience in drainage governance, GIS, IT systems, and climate resilience.

 

  • Interdisciplinary team including expertise in environmental engineering, hydrology, GIS/database management, IT programming, and social sciences.

 

  • CVs of proposed experts (Master’s degree in water management, environmental engineering, or related fields).

 

  • Track record in stakeholder consultations and capacity building.

 

  • Technical proposal (approach, methodology, work plan).

 

  • Financial proposal (detailed costs, including taxes).

 

  • Legal documents: company registration, government license, regulatory approvals, tax clearance.

Evaluation Criteria

  • Experience in GIS and databases / IT / technological innovation / training final products (73 points)

 

  • Experience in community relations and coordination (7 points)

 

  • Availability of human and physical resources (20 points)

 

  • Technical expertise, collaboration networks, participation of experts, academic degrees and certifications, community experience (50 points)
