Consultancy Services for the Design of Communication Material on Project Activities to Climate Change in the South Oropouche Basin for River Flood (SORB)

CAF, in coordination with the Ministry of Planning and Development of Trinidad and Tobago and the University of the West Indies (UWI), announces the launch of the call for Consultancy Services: Design of Communication Material on Project Activities to Climate Change in the South Oropouche Basin for River Flood (SORB), Trinidad & Tobago.

This call is part of the project “Multisectoral Adaptation Measures to Climate Change in the South Oropouche Basin for River Flood (SORB) Relief”, financed by the Adaptation Fund through CAF and executed by UWI-STACIE and the UWI-PMU.

To provide greater clarity on the objectives, requirements, scope, and conditions, interested firms are invited to review the Terms of Reference and submit their proposals by the deadline.

Context

The SORB Project addresses recurring floods that cause economic losses between USD 19–36 million annually. Communication and outreach are critical to ensure awareness, visibility, and community participation. To this end, the project will produce communication materials and videos to highlight achievements, community impacts, and lessons learned, ensuring transparency and stakeholder engagement.

Objectives of the Consultancy

The consultancy seeks to develop three professional videos showcasing the SORB project’s achievements, impact on communities, and linkages between gender and climate change. The videos will highlight the project’s accomplishments and raise awareness among stakeholders and the public.

Scope and Deliverables

The contracted firm will undertake the following activities and deliverables:

• Inception Report with methodology, work plan, and filming schedule.

• Three high-quality videos (5–7 minutes each):

- SORB project activities (infrastructure and design).

- Community impact.

- Gender and climate change impact.

• Quarterly progress reports in PowerPoint format.

• Final report summarizing outcomes, lessons learned, and suggestions for future communication (optional).

• Submission of all raw footage and editable project files.

Video Requirements

• Length: 5–7 minutes each.

• Content: At least 75% filmed footage, including drone shots, complemented by graphics and visuals.

• Formats required:

- Web/social media (compressed, subtitled).

- Broadcast (high resolution, uncompressed).

- Archival (all raw and edited files).

Requirements

• Proven track record in professional video production (storytelling, filming, editing, post-production).

• Experience with community development, climate change, infrastructure, and gender-related themes.

• Strong project management skills (timelines, stakeholder coordination).

• Collaboration with international organizations, government entities, or NGOs.

• Excellent communication skills in English and ability to present technical content accessibly.

• Awareness of gender and climate change sensitivity in media representation.

• Access to professional-grade equipment (4K cameras, drones, lighting, audio, editing software).

• Technical proposal, including methodology, work plan, and understanding of the

assignment

• Financial proposal (detailed budget, including travel, production, post-production, taxes).

Evaluation Criteria

  • Relevant experience and portfolio (30%).

  • Technical proposal and methodology (25%).

  • Qualifications of proposed team (20%).

  • Cost-effectiveness and value for money (15%).

  • Timeline and feasibility (10%).
