Consultancy Services for the Development of a Floodproofing Manual for Infrastructure and Buildings in the South Oropouche River Basin (SORB)

CAF, in coordination with the Ministry of Planning, Economic Affairs and Development of Trinidad and Tobago and the University of the West Indies (UWI), announces the launch of the call for Consultancy Services: Development of a Manual on Floodproofing Infrastructure and Buildings, Specific to the Reality of the South Oropouche River Basin (SORB), Trinidad & Tobago.
This call is part of the project “Multi-sectoral Adaptation Measures to Climate Change in the South Oropouche River Basin (SORB) for Flood Relief”, financed by the Adaptation Fund through CAF and executed by UWI-STACIE and the UWI-PMU.
To provide greater clarity on the objectives, requirements, scope, and conditions, interested firms are invited to review the Terms of Reference and submit their proposals by the deadline.
Context
The project is part of a broader initiative led by The University of the West Indies (UWI), focusing on flood risk management in the South Oropouche River Basin (SORB), a vulnerable region in Trinidad and Tobago. This area has historically suffered from recurrent flooding, further exacerbated by climate change, urbanization, and the lack of resilient infrastructure.
Objective of the Consultancy
Develop a Floodproofing Manual for Infrastructure and Buildings, tailored to the realities of the SORB, to provide households, communities, and institutions with practical and accessible information to protect lives, livelihoods, and assets from flooding.
To serve as a tool for governments, NGOs, and private companies in flood response planning.
Scope and Deliverables
- Collection and analysis of historical and institutional data.
- Design and creation of the first edition of the Manual.
- Annual updates of the Manual during project Years 2, 3 & 4.
- Development of supporting communication materials (brochures, posters, videos, infographics).
- Community education and training workshops.
- Progress reports and a final report with lessons learned.

Requirements
- Cover letter (2–3 pages).
- Company profile and experience (minimum 3 similar projects in Trinidad & Tobago or regionally).
- CVs of proposed experts (environmental science, disaster management, risk reduction).
- Experience in scientific data communication and stakeholder consultations.
- Technical proposal (approach, methodology, work plan).
- Financial proposal (detailed costs, including taxes).
- Legal documents: company registration, licenses, regulatory approvals, tax clearance.
Note: A proponent may not participate in more than one proposal for the same contract.
Evaluation Criteria
- Experience in scientific content and communication tools (30 points).
- Experience in community relations and coordination (10 points).
- Availability of human and physical resources (10 points).
- Technical expertise, networks, participation of experts, academic degrees, and certifications (40 points).
