Consultancy Services for the Improvement of Local Flood Emergency Response in the South Oropouche River Basin (SORB)

CAF, in coordination with the Ministry of Planning, Economic Affairs and Development of Trinidad and Tobago and the University of the West Indies (UWI), announces the launch of the call for Consultancy Services: Improvement of Local Flood Emergency Response in the South Oropouche River Basin (SORB), Trinidad & Tobago.
This call is part of the project “Multi-sectoral Adaptation Measures to Climate Change in the South Oropouche River Basin (SORB) for Flood Relief”, financed by the Adaptation Fund through CAF and executed by UWI-STACIE and the UWI-PMU.
To provide greater clarity on the objectives, requirements, scope, and conditions, interested firms are invited to review the Terms of Reference and submit their proposals by the deadline.
Context
The South Oropouche River Basin (SORB) experiences recurrent and prolonged floods, causing severe impacts on communities, infrastructure, and local economies. Current emergency response systems are fragmented, and coordination across Regional Corporations remains weak. Strengthening local flood emergency response is critical to safeguarding lives, reducing losses, and building resilience in the SORB.
Objectives of the Consultancy
- Update and revise Flood Emergency Response Plans for the three Regional Corporations (Siparia, Penal/Debe, Princes Town).
- Conduct participatory workshops and awareness campaigns with communities.
- Strengthen interagency coordination with Disaster Management Units (DMUs).
- Develop procurement criteria for emergency response equipment (e.g., boats).
- Document lessons learned from pre- and post-COVID-19 community resilience initiatives.
- Support awareness campaigns on flood risks, prevention, and preparedness.
- Establish monitoring and evaluation criteria for contractors involved in flood works.
Scope and Deliverables
- Updated and harmonized Flood Emergency Response Plans aligned with national policies.
- Stakeholder consultation reports.
- Community awareness materials (brochures, posters, social media content).
- Procurement criteria and specifications for emergency equipment.
- Documentation of community resilience practices (pre- and post-COVID-19).
- Monitoring and evaluation framework for contractors.
- Final report with recommendations and lessons learned

Requirements
- Company profile with proven experience in disaster management, flood risk reduction, and community engagement.
- Evidence of at least 3 similar projects.
- Three client references.
- CVs of proposed experts (emergency management, flood risk assessment, community engagement, climate adaptation).
- Technical proposal (approach, methodology, work plan).
- Financial proposal (detailed cost breakdown, including taxes).
- Legal documents: company registration, licenses, tax clearance, and regulatory approvals.
Evaluation Criteria

Experience in flood emergency response mechanisms and training (25 + 15 points).
