About this role

We are seeking an experienced Country Executive (Country Specialist) to join our team in Barbados. The successful candidate will play a strategic role in identifying, structuring, and managing operations that align with CAF’s priorities and the country’s development agenda. This role involves working closely with government counterparts, private sector leaders, and internal CAF teams to deepen our impact in Barbados and the Eastern Caribbean.

You will be based in CAF’s Barbados Country Office, reporting to the Country Representative, and will collaborate with the Bank’s Business Areas to strengthen CAF’s financial and technical cooperation portfolio in the country.

 

Key Responsibilities:

  • Identify and promote new business opportunities, including credit and technical cooperation operations, that align with national priorities and CAF’s strategic objectives. Support the Country Representative in engaging public and private sector partners, in coordination with CAF’s Business Directorates and Business Executives.
  • Conduct preliminary analysis of clients and operations, identifying potential risks and mitigation measures associated with credit operations, and manage their submission to the Investment Committee for inclusion in CAF’s Operations Inventory, in line with institutional guidelines.
  • Lead the structuring of Technical Cooperation operations through coordination with the relevant sectors and business units, ensuring compliance with institutional guidelines, technical and financial feasibility, and alignment with CAF’s strategic objectives, to deliver high-quality projects that maximize development impact.
  • Support the Country Representative in preparing the Country Strategy and Country Program by gathering, analyzing, and synthesizing information on the country’s socioeconomic context. Ensure that national priorities are effectively aligned with CAF’s strategic objectives, coordinating with technical areas to guarantee coherence, feasibility, and the efficient use of resources. The goal is to produce instruments that strengthen alignment between national and institutional priorities and generate a lasting, sustainable impact on the country’s development.
  • Act as a liaison between the sectors and business units and the Institution’s clients during the evaluation, approval, and formalization stages, including participation in the negotiation of the term sheet and contracts.
  • Lead the relationship with executing agencies, carry out external relations and internal coordination tasks delegated by the Representative, and participate in impact evaluations to generate knowledge and lessons learned related to credit and technical cooperation operations.

 

This is what you’ll need:

 

Education

  • Bachelor’s degree in Business Administration, Finance, Economics, Development, Engineering, or related field.
  • Master’s degree in Business Administration, Finance, Development, Economics or related field is required.

 

Experience

A minimum of ten (10) years of professional experience, including at least eight (8) years in partnership management, public policy, and project coordination within multilateral entities operating in the Caribbean. Candidates should also have a minimum of ten (10) years’ experience structuring credit and technical assistance operations as well as negotiating with the public sector and financial institutions, preferably prior professional experience in a multilateral development bank or international institution.   

 

Technical skills:

  • Strong knowledge of credit and management of sovereign and non-sovereign risk portfolios.
  • Familiarity with the current regulatory framework at both national and sectoral levels.
  • General financial knowledge.
  • Strong background in credit risk analysis.
  • Advanced proficiency in Microsoft Office Suite.

 

Other Requirements:

 

  • Language Proficiency:

Native English speaker

Intermediate Spanish

Knowledge of French would be considered an asset

  • Strong knowledge of the Caribbean region, with professional experience across multiple countries.
  • Deep understanding of the political, economic, and cultural dynamics that shape multilateral engagement and negotiations across CARICOM member states and non-independent Caribbean territories.
  • General understanding of the mission and processes of multilateral banks, particularly credit and technical cooperation operations.
  • Proven experience organizing and managing high-level meetings and events with senior government officials, international partners and other stakeholders.
