She has close to 25 years’ experience in multilateral negotiations, development management and international finance, having formerly served as Pro Vice-Chancellor for Global Affairs at The University of the West Indies, Assistant Resident Representative of the United Nations Development Programme (UNDP) for Trinidad and Tobago, Aruba, Curaçao and St Maarten; Chief Technical Advisor, Inter-American Development Bank (IDB); Consultant, The World Bank, Washington DC and Programme Specialist, UNESCO Headquarters, Paris.

A lawyer with a degree from the Pontificia Universidad Javeriana in Bogotá, he has a master's degree in Latin American Literature from the University of Barcelona and currently holds the position of Director of Sustainable Tourism at CAF. He has been President of the Colombian Association of Travel and Tourism Agencies (ANATO), of the World Federation of Travel Agency Associations; Deputy Minister of Tourism, member of the Executive Committee of the World Tourism Organization (WTO), Ambassador to China and legal and tourism consultant.

Patricio Scaff

Principal Executive, Global Partnerships. CAF- Development Bank of Latin America and the Caribbean.

Patricio Scaff serves as the External Relations Coordinator at CAF, where he leads efforts to drive a comprehensive agenda for fostering development partnerships, supporting resource mobilization, and promoting knowledge-sharing initiatives, such as through CAF Conferences. Before joining CAF, he worked as a Democratic Governance Specialist for Central America and the Caribbean at the French Ministry of Foreign Affairs, managing regional integration projects, particularly in health, security, and justice sectors. He also worked for the Fondation Nationale des Sciences Politiques and the French National Committee of UN Women, focusing on resource mobilization and building strategic partnerships, especially with the private sector. He began his studies at the School of Government and Public Management at the University of Chile and holds a BA and a master's degree in Political Science from Sciences Po Paris, with a specialization in Latin America and the Caribbean.

His research interests are in the areas of labor economics, economic development, family economics, and public policy and program evaluation. Previously, he worked as a research economist at the IERAL of the Mediterranean Foundation (Argentina) and as a professor at the Pompeu Fabra University, the National University of Córdoba and the 21st Century Business University (Argentina). Desde julio del 2016 asume la responsabilidad de brindar acompañamiento de iniciativas públicas y privadas para operaciones del Sector Agronegocios de CAF. Economista peruano con 15 años de experiencia en el liderazgo de equipos interdisciplinarios para el desarrollo de negocios inclusivos, cadenas de valor y agronegocios en el ámbito de Programas y Proyectos de desarrollo económico. Se ha desempeñado como Asesor del International Trade Centre-UN para el Programa Región Exportadora de la la Cooperación Suiza - SECO. Previamente fue Asesor en Cadenas de Valor para el Programa de Desarrollo Rural Sostenible la Cooperación Técnica Alemana, desempeñando labores relacionadas al fomento del Desarrollo Territorial Rural en regiones del norte peruano.  Con especialización en Cadenas de Valor Sostenibles, Negocios Inclusivos y Comercio Exterior Agroalimentario, ha sido también consultor para SNV, Swisscontact, BID, Ministerio de Comercio Exterior de Perú, PROMPERU, entre otras entidades.

Antes de su ingreso a CAF fue Secretario de Asuntos Internacionales del Ministerio de Planificación, Desarrollo y Gestión de Brasil y Secretario Ejecutivo del Fondo de Inversión Brasil-China. También fue economista jefe en el Ministerio de Planificación en Brasil; Asesor económico principal de la Presidencia de BNDES y Economista Principal del Banco Mundial en Washington, DC. También es profesor de economía en la Universidad de Brasilia. Arbache tiene más de 28 años de experiencia en las áreas de gobierno, academia, organizaciones internacionales y sector privado. Su interés radica en agendas de crecimiento económico y políticas sectoriales que incluyen comercio internacional, inversión, productividad, competitividad, innovación, economía digital, industria y servicios. Es autor de cuatro libros y docenas de artículos científicos publicados en revistas académicas internacionales. Es licenciado en Economía y en Derecho y Doctor en Economía por la Universidad de Kent (Reino Unido).
