CAF -development bank of Latin America- and the UN Economic Commission for Latin America and the Caribbean (ECLAC) invite you to this conference, which will discuss the fiscal challenges arising from the decentralization processes in Chile and the rest of Latin America and the Caribbean.

Latin America and the Caribbean is characterized as a highly heterogeneous region where low, middle and high income countries coexist; countries that are members or not of the OECD; large federations and unitary countries; decentralized and centralized countries; countries with public sectors that reach, due to their size, close to 40% of their GDP and others that barely reach 10%; countries specialized in the production of natural resources and net importers of commodities (AIFIL, 2022).

Some recent findings show that subnational governments in the Latin American and Caribbean region have increased in size. This is partly due to the intense urbanization process that the region has undergone, as evidenced by the fact that 8 out of every 10 inhabitants of the region live in cities, a phenomenon that strains public finances due to the increase in demand for more and better public services. This tension is largely the result of a high vertical fiscal imbalance: transfers from central governments amount to 56% of total subnational revenues. This also occurs because the tax powers of these subnational governments have been limited and their use has been insufficient (Radics, et al, 2022; Gomez Sabaini and Jiménez, 2016).

Against this backdrop, CAF and ECLAC open this space for dialogue to contribute to the debate on how to improve the capacities of subnational governments (tax collection, expenditure execution, etc.) and how to design a more efficient organization of relations between different levels of government, which will promote local development, innovation and the consequent generation of opportunities.

This event is part of the activities that will take place within the framework of CAF's Board of Directors meeting in Santiago de Chile.
