Railway Dialogues 2025 in Spain: Connecting Latin America and Europe for sustainable mobility

CAF – Development Bank of Latin America and the Caribbean, in collaboration with Ingeniería y Economía del Transporte (INECO) and Ferrocarrils de la Generalitat de Catalunya (FGC), invites you to participate in the third edition of the Railway Dialogues, a high-level event focused on the railway sector, whose objective is to strengthen alliances between Latin America and Spain. This meeting is a continuation of the dialogues held in Santiago, Chile, in 2024.

The third edition of the Railway Dialogues: Rails towards a sustainable future will take place on 7 October in Barcelona, Spain, with the aim of promoting a practical exchange on railway development between Spain and the Americas. The event will bring together governments, operating companies, financial institutions, multilateral organisations and technical actors from the sector.

With this edition, we reaffirm our commitment to promoting railways as the backbone of more efficient, sustainable and connected mobility in the region, accompanying the reactivation of rail transport in Latin America and the Caribbean.

📍 Programme

  • First day – Hospital Sant Pau, Barcelona
    Conferences on railway operational management and strategic financing, with the participation of authorities and experts from Europe and Latin America.
  • Second day – Closed technical visits in Catalonia
    Tours of key railway management and intermodal logistics projects, organised by CAF, FGC and Ineco, which will allow participants to see strategic initiatives in the sector first-hand.

    Ángel Cárdenas is the Urban Development and Creative Economies Manager at CAF – Development Bank of Latin America and the Caribbean. He previously served as Director of Energy Projects for CAF’s Southern Region. He is also an Eisenhower Fellow with Eisenhower Fellowships, a global network that brings together leaders from around the world to spend several weeks in the U.S. meeting with experts in their fields, with the shared goal of building a more peaceful, prosperous, and just world. Cárdenas has worked with the World Bank, the Central University of Venezuela, and the University of Toronto.

    Sergio Vázquez Torrón is an economist with broad experience in public policy design, particularly in the public management of transport.

    Before joining INECO as President, he served as Secretary General for Infrastructure at Spain’s Ministry of Transport, Mobility and Urban Agenda, where he contributed to the design and implementation of strategic policies and plans for the development of the country’s transport system. He also chaired SEITT, the State-Owned Company for Land Transport Infrastructure, managing a portfolio of more than 200 projects.

    He brings strong expertise in policy analysis and design, along with a firm commitment to social and environmental responsibility.

    Senior Transport Specialist at CAF

    Héctor Varela is a Civil Engineer (Roads, Canals and Ports) from the Polytechnic University of Madrid, where he also earned a Master’s degree in Infrastructure Financing and Management.

    Before joining CAF in 2014, he built his career in Spain, coordinating transport and territorial planning studies, as well as the design of railway, road, port, and urban infrastructure, and the structuring of projects under public–private partnership schemes.

    He currently serves as a Senior Specialist in CAF’s Transport and Energy Directorate, where he provides technical support for the financing of transport infrastructure. He also leads knowledge development and transfer initiatives in the sector, coordinating CAF’s efforts to promote railway transport across Latin America.

    Eugenio Nasarre is a Civil Engineer from the Polytechnic University of Madrid and holds a Master’s in Public Management from ESADE–Universitat Ramon Llull. Since joining Adif in 2010, after his early experience in railway projects, he has taken on key roles such as Head of Level Crossing Removal, Head of Works Coordination, and Deputy Director of Infrastructure. He is currently Director of Conservation and Maintenance, where he leads the management and development of Spain’s railway network across conventional, metric-gauge, and high-speed lines, as well as the coordination of the maintenance of railway subsystems, facilities, and telecommunications.

    Inmaculada Gutiérrez holds a degree in Economics from the Complutense University of Madrid and has been a member of Spain’s Senior Corps of Commercial Technicians and State Economists since 1992. With more than 30 years of experience in both the public sector and private consulting, she has held several senior positions in economic regulation, competition, and market liberalization, dedicating much of her career to promoting fair competition. She is currently Managing Director of Renfe International Projects, where she leads the group’s international strategy and business development, driving its expansion and positioning in key markets.

    She is an Aeronautical Engineer and holds a PDD Master’s from IESE. With more than 20 years of experience at Ineco, she has built her career both on the technical side of projects related to airport operations and in the management of transport-related projects and contracts. Her direct collaboration with EUROCONTROL and her leadership of European R&D projects marked the beginning of a professional path strongly linked to the international arena.

    Tatiana Rueda Martínez is a specialist in RAMS Engineering, Operational Safety, and Human and Organizational Factors. She holds a degree in Physics, a Master’s in Railway Systems, and executive training from ESADE. Since 2013, she has worked in Ineco’s Electromechanical and Rolling Stock Department, contributing to international projects as a RAM and Safety engineer, and carrying out Independent Safety Assessments (ISA) and AsBo evaluations, with experience across the entire railway safety lifecycle.

    Her career also stands out for innovation in the integration of Human Factors into safety, having developed specific methodologies and applied advanced techniques such as Artificial Intelligence to measure fatigue and workload. Since 2021, she has combined her professional activity with teaching at the Carlos III University of Madrid, where she lectures on RAM analysis, statistics, and Human Factors management in railway organizations.

    Pablo López Selas is a Telecommunications Engineer from the Polytechnic University of Madrid with more than 20 years of experience in railway signalling safety management. He has worked at companies such as INECO, Thales, and Siemens Rail, contributing to key projects like the deployment of the first ERTMS systems in Spain.

    Since 2011, he has been part of CAF Signalling, where he has led risk management and assessment in safety-critical products and projects. Since 2015, he has served as Safety Director, responsible for implementing and maintaining the Safety Management System in line with European regulations, while promoting a strong safety culture and protection within the railway sector.

    With over two decades of experience, he has developed his professional path at Infraestructures de la Generalitat de Catalunya, where he has held positions of increasing responsibility. He served as Manager of Railway Facilities (2009–2016), Director of the Civil Works Division (2016–2022), and currently works as Production Director, leading the planning and execution of strategic infrastructure projects across the territory.

    Waverley Tejera holds a University Technician degree in Administration from the University of the Republic of Uruguay. He also earned a Diploma in Railway Transport from the National University of Lanús in Argentina and a Postgraduate Degree in Logistics & Supply Chain Management from the European Business School of Barcelona.

    His professional background includes experience in the private sector, working with several multinational companies in Uruguay, as well as advisory roles at the Ministry of Transport and Public Works, where he contributed to major railway development projects. He has also collaborated with the Uruguayan Parliament on issues related to transport and logistics.

    He is currently serving his second term as National Director of Railway Transport in Uruguay, bringing his expertise to strengthen and modernize the country’s railway system.
