CAF approves historic financing of USD 1.44 billion for Colombia's sustainable development

With this financing package, CAF will support key sectors in the country such as climate action, aviation infrastructure, urban mobility and mental health.

Meeting for the first time in Seville, the Board of Directors of CAF -development bank of Latin America and the Caribbean- approved USD 1.44 billion for strategic projects in Colombia, focused on energy, climate action, air connectivity, urban mobility and mental health.

"These approvals are a unanimous vote of confidence from CAF's board of directors to this founding country of CAF, and represent our comprehensive support to Colombia in key areas for its development. From protecting its unique biodiversity, to improving critical infrastructure and mental health services, we are accompanying the country on its path to a more sustainable and inclusive future," said Sergio Diaz-Granados, CAF's Executive President.

Laura Sarabia, Chancellor of Colombia, and Germán Ávila Plazas, Minister of Finance of Colombia, signed three credit agreements for the following operations:

  • USD 350 million to finance the "Support Program for Climate Action, Sustainability and Biodiversity".
  • USD 150 million to improve access to mental health services in Colombia.
  • USD 240 million for the Aerocivil Investment Plan in Colombia.

At the signing ceremony, the Colombian Foreign Minister said that "multilateral banks continue to support Colombia and the Government", and that these operations are a great step towards building not only Colombia's present but that of the entire region.

For his part, Colombia's Minister of Finance and Public Credit said that "multilateral banks continue to support and contribute to Colombia's financing needs. We want to highlight the efforts of CAF and its executive president, who has a great commitment to the country. We have given a good sign of what is happening in Colombia.

CAF's total funds will be used for strategic operations focused on sustainable development. For example, it will partially finance the Aerocivil Investment Plan in Colombia, with the objective of modernizing air navigation infrastructure and airport services in priority regions of the country. It will also support the Colombian government in its comprehensive strategy to combat climate change, protect the environment and promote sustainable finance, and strengthen the country's capacity to face climate challenges and preserve its natural heritage.

In addition, it will help improve access to mental health services in Colombia, addressing the main barriers faced by the population and prioritizing care in rural areas and historically excluded communities. Other resources will promote improvements in urban mobility in Bogota, supporting the initiatives of the District Development Plan 2024-2027 "Bogota Camina Segura", which improves the quality of life of citizens through safe, inclusive and sustainable mobility systems.

Colombia, as a founding partner of CAF, maintains a strategic relationship with the institution. At the end of April 2025, the country's sovereign portfolio amounted to USD 4,091 million, representing 11.11% of the total. Between 2020 and 2024, CAF approved operations for USD 8,676.9 million for Colombia (11.82% of the bank's total) and disbursed USD 4,360.6 million (9.79% of the total).
