Support to the “Implementation of Trinidad and Tobago’s Interoperability Platform, e-identity Program and Government Data Center”

CAF – Development Bank of Latin America and the Caribbean – in partnership with the European Union and the Government of the Republic of Trinidad and Tobago, is launching a call for applications for the position of Technical Specialist within the Executing Unit of a flagship Digital Transformation Program.
This program supports national and regional digital priorities, including the Electronic Identity (e-ID) Program, the Interoperability Platform, and the Data Center Expansion Feasibility Study, with a strong emphasis on gender equity, regional integration, and digital innovation.
About the Position
The Technical Specialist will be based in Port of Spain, Trinidad and Tobago, and will be responsible for the technical coordination, procurement oversight, stakeholder engagement, and pilot implementation of the program’s core components.
Key Responsibilities
- Oversee the technical execution of project activities in collaboration with the Ministry of Public Administration and Artificial Intelligence (MPAAI), CAF, and the EU Delegation.
- Lead procurement and contract management processes.
- Support the planning and deployment of pilot initiatives for e-ID and interoperability.
- Promote data centre use as a regional innovation hub.
- Ensure the mainstreaming of gender, inclusion, and diversity across all project components.
- Produce technical deliverables, workshop reports, and monitoring & evaluation outputs.
Profile of the Ideal Candidate
- Master’s degree in Economics, Engineering, Social Sciences, or related fields.
- Minimum of 10 years of experience in development or digital transformation project management.
- Proven record in procurement and contract oversight in public or international cooperation contexts.
- Knowledge of the Caribbean context and experience in Small Island Developing States (SIDS) is an asset.
- Strong analytical, communication, and stakeholder coordination skills.
- Fluency in English is required.
